Then you've screwed something up somewhere in the cooling system.

Every 944-series car I've ever owned got nice and toasty even in single-digit temps. Even when I was in Pittsburgh for 4 years and we had a streak where the high temperature didn't get above 15 degrees for a week and a half the 924S I had at the time could still sweat me out. My 951 has no trouble at all getting up to temp when it's in the teens here in WA either.

If your car isn't getting up to temp, something's not quite right in the cooling system or you've gone too far in modifying it to handle more summer heat.
