I would look for another motor if it was me! If they can't even pick up a pallet to ship you a motor you paid for, how much care will they take in packing and how honest will they be on the condition of it! I ship large parts for Unimogs all over the world, and I have never paid for a pallet, or charged a customer for it. This is just a cost of doing business. I can see a very small crating fee, but that would be about it. Tell them you are going to go somewhere else, and see how fast they change their tune! In this economy, you have to keep your customers happy, or they will go somewhere else!
