There was a change in fuse panels between 81 and 82, just very confusing.
Also, a change from bridge to relay, but its not clear where in the 82 production the change was made and for which market(s).
Three different base 928's were on the street. USA, ROW and ROW S.
Here's some interesting information I found last night and posted on rennlist, but I know that you don't go there much. You might want to do a good thread on your own website with the full information, once we derive the real answers on which 82 5 speed cars if any use the start bridge and which use relays.
Below "up til now" means up til 82, because this was taken from the 1982 service year book
