It's a shot timer. There are quite a few different ones, even one for the iPhone.

It is a “must have” item for IPSC shooting – and an extremely helpful training aid as well. For this reason many competition shooters at all levels have a shot timer in their range bag at all times.

The timer also provides the start signal by beeping sharply after a controlled short delay. This is the signal for the shooter to draw his gun and commence his run though the stage.

Modern timers include a wide array of additional features, including various delay settings, digital sensitivity adjustments, memory for strings, count down and accumulative Comstock, and various Par settings, to set multiple beeps for training.
