Seriously, the whine can come from the power steering pump when it cavitates. Clean the reservoir screen or just replace the reservoir with a new one. They are cheap.
Now that you mention it, I WAS having the cavitation issue in cold weather, prior to deleting the pump. When I bought the car, and drove it home, the PS return line was split, so it ran dry for the whole 1 1/2 hour trip, making it more susceptible to cold-induced cavitation, after I replaced the line.. The only other solution, short of deleting the pump, is to thin (lower the viscosity of) the PS fluid with fuel oil or kerosene. Or play the waiting every time, as it will eventually subside after a few minutes.
