It appears to be a cog-drive rack railway; either a Marsh, used on the Mount Washington Cog Railway, or a Riggenbach, which was used to climb the Rigi Mountain in Switzerland.

As my grandparents had a little apartment in Vitznau, I was countless times on the Rigi, it is about 45min from my home away. The pic could really be the Rigibahn, but I cannot tell for sure. The track wide looks European for me and it's not small, as most if not all others with gear-track here
