Leaving the "public safety" out of the equation, I see the above in multiple steps.
1) fines set, but eventually do not deter.
2) since the fines are not working, set the cops out at the side of the road to catch some of the scofflaws, make 'em pay, hopefully the lesson is learned, maybe they pass the lesson on to their friends.
Make sense to me.
