The top one is an "in line" pressure regulator, with no "return to the tank". It is suitable for use with carbs to regulate the pressure between 3-5 psi to avoid flooding by overriding the inlet needle and seat.
The second is the stock unit for regulating FI pressure between 28 - 30 psi with a return to the tank. You can't run that much pressure to the carbs.
Holley has a regualtor that is like the second, but adjustable down to the <5 psi for carbs and still use the stock fuel pump with return to the tank. I bought one a couple of years ago from a speed shop for about $30.00 ( or was it $70?).
Use the first with a low pressure pump for carbs or buy the Holley and use the stock pump for carbs.
Oh! The pump makes the noise, not the regulator.
