I understand how frustrating that can be.
I used to do some volunteer work with folks in similar situations and in one case had a similar result.
That's partly why I get all fired up when some ignorant jack-wad starts spewing diarrhea of the mouth about how drugs should be legalized. I've seen what they do to good people and those around them.
