You were right! All I needed was the tether kit. The service advisor at Canadian Tire asked me to place the tether kit on the passenger seat. He was a certified inspector so we went out, did his thing and faxed off the document. Less than 10 minutes, I was outta there!
Luckily, he remembered me from last year when I imported my Vespa Px150.
