What I see is nothing abnormal until the SUV in front of him stops hard mid block, you can see the rear of the SUV rise a bit.
Also the cars in the left and right lanes continue past them both at the rate of sped they were all doing.
Towards the end you can see another car stopped in front of the SUV, in fact you can catch it's roof thru the windshield of the SUV just before he gets rear ended.
Guy on bike did nothing wrong, was not following too close or speeding.
Looks like the silver sedan stopped in the middle of the block for some reason, SUV came to hard stop, old lady may have been distracted for a second and was not expecting any cars to stop mid block.
Looks like they were driving into late afternoon sun and the I don't see the SUV's 3rd brake light come on, the right one does not look like it's on either until the biker flies over it.
