I'd say the engine itself is capable of handling 22-25psi of boost with the right turbo/intercooler as long as you can feed it enough fuel.
With stock turbo over 16psi is starting to push it. Anything above 13psi or so and you need a way of getting the engine the extra fuel needed. 14.5psi and above should be followed with ignition retard, etc.
