I think this is a $10-12K car, unfortunately. The big dings against the price are the engine work and paint. Needing dash replacement is pretty common in these cars even into the mid-high teens value. And that starts the slippery slope. Glass out for paint; do the dash ($1500+ labor) and while you're there, headliner @$300+. You say seats need redoing, what about carpet? How are the gauges?
If you assign a dollar value to all these things, it would be pretty depressing. But IMO, a straight, rustfree LWB coupe chassis is a good start for any direction a buyer wants to go, and Bahama Yellow is a hot color at the moment.
