Does a engine rebuild/leak down test question

Hello,

I am still quite new to the forums so I hope that I am posting in the correct place.
I am looking to buy a 81 911sc with less than 300miles on the rebuilt engine. The engine was rebuild about 1year ago and I am skeptical as to why he has only put 300miles on it. What do you guys think about that?

I asked the current owner if he would be okay with a PPI and he told me that he wouldn't be completely comfortable because the leak down would somehow harm the new engine that hasn't been broken in yet. Is this true? I am already cautious about buying a 30yr old car as it is. Also, the rebuild was carried out by motor meister...I would appreciate any and all advice.
