Although it would not make the most sense from a commuting perspective, I would recommend he try and find a place on Capital Hill. This is the part of town where there are lots of young hipsters (and professionals as well). He would get a good feel for the young side of Seattle, its a very walkable area, so its easy to get around.
Other options would include lower Queen Anne or Fremont. Again, these are not the best place from a commuting perspective, but they will make his off time more interesting, with lots of things to do that wouldn't require a car.
Please don't be shy about asking for help when he gets boots on the ground here. We have a strong P-car community here.
