Adobe Standard can edit unprotected PDF files, if they were generated from a text based program (like MS Word, Excel or Power Point). It cannot directly edit images or Scanned documents. The editing is not exactly the best and can cause formating problems if you're not careful.
If it is a scanned document, you can save the document as a .JPG and then edit with a photo editor and convert back to .PDF with Adobe. I do this with some faxes I receive, to get rid of lines and to straighten out the image.
I also go this route when I need to send a client a vendor document and it has pricing embeded in a scanned document.
