It looks like a mid-year with the green engine shroud, and yes it has CIS. The large hose is the cabin heat air. It is forced through the heat exchangers by the blower in the upper left of the picture.
The extra belt is running the air pump on the left. It adds extra air to the exhaust for emissions. Most have removed theirs long ago.
He must be in the middle of working on the car - the air box is there, just the air filter and cover have been removed for easy access. Also notice that the air conditioning pump has been removed from the right - you can still see the cooling radiator hoses - but no air conditioner. I assume this has also been removed for easier access to whatever he was working on.
These mid-year cars sometimes came with a 5-blade fan that is usually changed for one that moves more air. Track cars sometimes retain the 5-blade fan for less power loss.
