You CAN mount the guide bar to the base. In fact, on some Siennas (and lots of other cars) the upper shoulder belt is mounted in the seat itself. But BVD is right, if you don't mount an upper bar, the belts will pull downward. The horizontal guides need to be as high as his shoulders. Some of this depends on the seat and how the belts are routed. But again, you should be able to utilize the factory mechanism/base.
