Hollow bars are usually spec'ed to their equivalent solid rate. A 22mm hollow Tarett is about 25.5mm OD. Therefore, you can just worry about the 23/30 balance. The stiffness is a function of diameter to the 4th power, so raise those numbers to the 4th and compare to the stock setup to see where you stand on the distribution of stiffness between front and rear- meaning the front is X% stiffer than stock, but the rear is Y% stiffer than stock. If Y > X, then there is more oversteer.

I think what you were saying is that having dampers valved for stiffer bars is better than having softer bars with mis-matched dampers. I agree there.
