I do, however, question the not running the tank till empty. Being that water is heavier than fuel, won't the water, if present, be nearest the pick up at all times?

Ever shake a bottle of Italian dressing? A quarter tank would tend to slosh a bit, throwing water up into the gas. Keeping the sloshing to a minimum would reduce the of chance of the water mixing with the gas then entering the delivery system.
