But you kind of need to pick your poison... not to PARF this up, but since illegals are here any way, if they could get a drivers license and then insurance, they might be somewhat compelled to comply with that law... we could only hope.

The law in Oklahoma states that you are required to carry your own proof of insurance card in the car at all times. It is the responsibility of the driver to have a drivers license and that proof of insurance at all times if the car is driven. It is a
very simple requirement.
