Some guy I'd never heard of and had no wholesaler agreement with was selling subscriptions to our magazines. He was closing winning bids of $10 when our distributor price is $15, so either he was happy to lose $5 per sale or he was running a scam. I kept telling them, "This guy is selling an item he doesn't own and he has no way of obtaining. He's promising the buyer that in 8-12 weeks I am going to deliver it. I can guarantee you that even if I ever see the order will not deliver it." Same answer from eBay, "This is none of your business. It is between the buyer and seller." He had hundreds of titles for sale - every magazine you can imagine. I don't know how many people got ripped off, but eBay didn't care.
