No, it's just cheaper than pure copper jackets. I got in trouble at the NRA range in VA once, but I was shooting a Swedish Mauser in 8mm that belonged to the stranger next to me. He had just picked it and a bunch of steel core ammo up at a gun show and hadn't sighted it in. I hit the target holder and it cut through that thing like a hot knife through soft butter. Range boss came out and took a bullet apart and told us no dice. As for the handgun stuff, it does throw a lot of sparks on the backstop. I've been told I can't shoot Wolf ammo at Scottsdale Gun Club, but they were selling it there at that time. WTF?
I just came back from the range an hour ago and was shooting some .40 in soft lead, unjacketed. I did get a ricochet in my shin, but it was pretty small and slow.
