The ROW cars didn't have that sticker. That is only required in the United States. You probably cannot get a US-style sticker for your ROW car. And you probably don't want one! In most states, cars over 25 years old are exempt from emissions regulations. They have to have the emissions equipment that the car came with, but there is nothing about the ROW pre-'86 cars, which have NO pollution equipment at all. These were "federalized", but since they are more than 25 years old, the federalization is invalid. You are allowed to bring a 1985 928S2 from Europe these days with NO changes whatsoever. And as such, my current '85 S2 doesn't need any pollution controls. There is no inspection at ALL in Florida, so I do not need to deal with this each year. My car will probably meet California emissions. A properly managed and proficient fuel injection system will result in emissions that are within pollution standards. A catalytic converter is just an emergency scrubber; It was devised at a time when carburators ruled, and these devices were used only because they were cheaper. Fuel injection allowed a much closer fuel tailoring to the air coming into the engine, and as such, generally don't need "scrubbers" such as catalytic converters.

-My dad removed the plastic plug from the filler of his '77 Cadillac de Ville so that he could introduce leaded fuel to that 7.0 liter engine. He did NOT remove the catalytic converters...!

A few years later, the pink Cadillac, which needed 13.0 seconds to reach 60 mph, was a source of fun to my friends: My friend Chris outran this Cadillac with an '84 Olds Cutlass two door and a 3.8 liter V6 engine with all of 112 hp~

That's right- A Cadillac 7.0 liter big block got its ass beat by a low power carburated Buick V6~

That's what you wind up with '70's vintage American cars. They can't get out of their own way...
