Absolutely right, Normy.
Except here in the great mistake of CA - testing is required for any car built after 76!. I gave up on trying to get my 84 euro ( with valid CA stickers, BAR tag, etc) through smog and inspection by DMV, so I gave it to my daughter who is in South Carolina! Now she is moving to VA, so I need to do battle over there to get it registered :-)
