Absolutely correct, Dean. In CA, they look to the door sticker for the emissions compliance - VIN is from the A-pillar. If they suspect, because their records go way back, that the car was grey market they look for signs of tampering.
I have owned my 81 from new, bought it here in CA. Moved to Atlanta, back to CA, and they gave me a really hard time over re-registration. I had the plates from when i lived in CA, the original registration and other papers, but I still had to go through a DMV/CA Chips inspection!
