The clip wont work - the ground path has to go through the universal joint in the steering column...and the only way to do it is to replace the steering shaft. It's an easy job, it's done entirely in the engine bay. Read what George said above. It's the only way to repair it as original.
Plus the lack of a proper ground through the shaft is an indication that the bearings are beginning to fail - which could eventually be dangerous...
