It takes a heck of a lot more power for a Helo to hover, rather than moving in fresh air. You get turbulent columns of air being forced down from the blades, and the air cycles back up in another ring outside this colum. When a Helo just sits in the same place in the sky, this cycle keeps accelerating, resulting in faster moving air going into the blades. This means the power has to keep being turned up for the Helo to keep hovering. This is because the helo is now "paddling upstream" against its own power. If it was already stressed, it'd end up on the deck, no flat deck = wrecked helo.

This is why most helo's tend to try to keep some motion going, getting into fresh air. The lower to the ground you are, the greater the affect.
