My wife (then girlfriend) used to do that whenever she was good-humoredly frustrated in any way--whether it be a joke at her expense or a tough problem on her thermodynamics homework.
She stopped soon after I started (gently) grabbing her by the lips every time she did it.
You should try that with whichever twin it is you're dating.
