If it is an inflatable boat lift, I suspect it would perhaps have a frame that went on either side of the keel, that is how the electric one at the lake house was. If it had setup like that, the frame would be under the car, might even have place to tie a line to it.

That makes sense. It also explains the white thing right in front of the car, it's the blower keeping the bag inflated.
