A long time ago I did the same thing to keep my dogs in... The house I was living in was old and fence boards were all rotten.
Eventually I built a full cage made of mesh to keep them in while I was at work.
Recently a lady I know installed an electric fence to keep her dogs in. Just a couple of strands of wire did the trick.
