All the injectors flow constantly in that injection system. The problem is likely the fuel distributor being stuck partly open. Remove the fuel distributor and make sure the fuel pin moves in and out perfectly smooth. Then check the air flow plate for proper action against the fuel pin in the fuel distributor. One thing you should consider is getting a fuel pressure gauge set and service manual for it. Pressure is everything in this type injection, so if you can’t test it the different pressures thorough the system you are shooting in the dark most of the time.
