It's one of the following
a) a 964 Speedster with widebody conversion
b) one of the ~16 widebody 964 Speedsters built
c) a 1989 Speedster with 964 bumpers, lights and mirrors
d) a regular 911 with Speedster, widebody, and 964 bits on it
e) least likely but a chopped America Roadster.

The functional rear spoiler suggests it's probably a 964 as most people who do 964-look conversions don't bother with getting the spoiler working properly. I'd vote option a because b is so rare and would probably be left stock instead of modified with wheels, lights, brake ducts, tinted soft top window (!) and possibly side skirts. Or possibly d where the donor was a regular 964.
