Well, we've still been fairly humid, we just haven't gotten any rain.
Really, dry like you're talking about is more about dew point than humidity.
I usually find that a dew point of 65-70 degrees is the border of where the humidity gets uncomfortable depending upon things like breezes and other conditions. If your dew point is below 60, then you should be pretty comfy. A dew point of 75 sucks.
