PO-8's were originally issued with matching magazines (2 of them), so it is not a random thing but is a rarity to find today. Yes the magazine numbers are forged to match the pistol serial number all the time. And markings on less expensive models are routinely forged to create rarer versions. The only firearms that have more forgery efforts are Winchesters and Colts.
The PO-8 is a very interesting design. It "seals" up much better than most other designs. Less entry points for dirt and water. It is a very, very clever use of an "over center" mechanical lock. It is the easiest semi automatic to silence because of that design aspect (zero chamber pressure before it opens).
It also is two firearms in one.
When the canon (the barrel and link/breech-block assembly) is separated from the frame, the canon is a perfect single shot clandestine firearm by itself. It can be safely held and fired with one hand and is easily hidden.
