$20K should be plenty for a nice early 996.
I would get a 1 or 2 owner car with a good history of maintenance.
I used Carfax in finding mine. It doesn't provide everything you might want to know about the car but it is informative. I took a chance with no PPI. I got
lucky I guess. A PPI is the logical thing to do.
