Only problem is ... with the enhanced program, the state can also start performing road side emmisions testing; and it doesn't matter what year car you have or if it's exempt form the biannual checks.
Remember, the law only exempts cars from having to submit to biannual smog checks. The car still has to have all of it's pollution control equipment and pass if it's a randomly selected vehicle
