The device is a power saw. The motor turns the shaft which is driving the ring saw through a gear. The red shroud guides the blade. Set the long blade against the side of the tree and guide the blade forward into the trunk.
Early saw manufacturers tried all kinds of stuff before the chain saw was perfected.
I remember seeing a reciprocating power saw working in the woods in the 60s. What an evil, vibrating b@stard that was.
