Here in New Zealand...
Join pistol club.
Attend at least a dozen times over six months.
Pass handling tests and oral tests - easy as they want you to pass.
During that 6 months they evaluate you as a suitable club member, not a wanabe gangsta.
Get form from pistol club, give to police, they give you a procurement form.
Yay, buy the gun.
Take the gun to police who view it check SNs etc and register it.
After that you need to maintain a pistol club membership and attend at least 6 times a year.
Or get a collectors license and not use the gun as a shooter.
Plus we have other rules like no carrying the gun around in the glove box. You have to be on your way to or from a pistol shooting range.
But, anyone over 16 can pass a simple test and buy as many rifles and shotguns as you wish. Even schoolboys are allowed .50BMGs. Also there is no register of rifles and shotguns here so you can buy and sell to whoever you wish as long as they show you a gun license.
