Yup, you're playing with a ticking time bomb there, without the service records, you have no idea of the age or condition of the belts (just looking at the belts will not tell you the age or condition), and a broken cam belt means a major meltdown...at the least bent valves.
Simple rule of thumb on these cars, 40,000 miles or 4 years which ever comes first...personally, I do mine every other year, and every 4th year for the water pump.
