None of these tools would allow you to grind in a veeeery tight place. Go to your local welding supply store and ask for the carbide bits. They're about $18 each. You could even grind inside a 1/4" hole if you had the urge.
They're the only tool I'd use to remove a bead such as you've shown in the pic without worrying about bitting the surround metal.
