They key doesn't get switched on until I have full gear on. Period.
As for the law, maybe they should have something akin to the donor card. When you get your motorcycle license you agree that if you're in a crash without a helmet no public money will be spent on your care other than to harvest organs. And if you don't have a moto license the above is assumed to be the case. Then you don't need a helmet law - people can make the choice. And going without they waive their right to burden the taxpayers with medical costs based on their choice.
