Seriously, the whine can come from the power steering pump when it cavitates. Clean the reservoir screen or just replace the reservoir with a new one. They are cheap.

What does "cavitates" mean?

I also saw pump reseal kits, although that will seal the pump, it will not do anything for the squeal, correct?

Any thoughts?
