There's 16 of these switches total, with 9 fiber cards in each switch, 16 SFP's per card. You do the math. Each SFP comes in its own box, inside of which is a plastic clam-shell, inside of which there's an ESD bag, inside of which there's the SFP.
When I took the picture of this switch the other day before it was set up, I was thinking to myself "Man, I feel sorry for the poor bastard that has to populate all of those SFP's"
