I've used oxy-act to heat it up, and then quickly sprayed WD-40 on the threads.
BIG risk of FIRE and/or permanent damage, but the lube seems to penetrate better.
The same might work with an air duster or dry ice on the stud. The idea being to quickly cool it to break the corrosion bond. Coke(diet?) is supposed to be acidic enough to eat through rust and mineral deposits.

When it gets down to flush, I haven't had much success with the reverse drill/easyouts. The square ones driven in seem to have more bite.
