Relationships are always an on-going negotiation. The trick is to deal only with people whom negotiate in good faith.
Both sexs have been known to leverage someone elses "good faith" for short term gains.
Refusing to talk, can be taken as the well known negotiation tactic "my way or the highway" or simply just "hit the highway." Though sometimes, people just need to collect their thoughts before talking.
