Stock springs are fine and should be replaced during the valve job. You don't need the race springs unless you are spinning race motor rpms, which given your description, you are not. The rod bolts also must be replaced, assuming the bottom end is opened up. But not with ARP, necessarily. Same goes for head studs- but you haven't said yet what engine this is. If you've got some Dilavar in there, yes, yank 'em. But they can be replaced with standard steel studs.
