Most of time it is the sending unit in the tank. I don't have any values for you, but if you pull the sending unit out of the tank you can make sure the float is moving smoothly on the guide wires. Also a quick check would be to put an ohm meter across the terminals and see if the resistance changes smoothly as you slide the float up and down. One wire is ground (brown), one is for the level gauge, and one is for the low gas indicator warning light, which would show as an open circuit when the float is up, and a closed circuit when the float is at the bottom.
Make sure you have a replacement gasket.
