The US coast guard goes all over the world guarding many coasts. Not just ours.
They are very active in the Persian gulf for instance.
If the US navy boards a ship owned by a foregn government, it could be interpreted as an act of war.
But our coast guard can patrol international waters and enforce international law, inspecting foreign ships without as much backlash.
And if they can keep $180 million worth of coke out of the noses of a bunch of American low-lifes looking for an excuse to be dependent on the gubmint, I'm all for it.
