Take exemple on this 951. Its approx 4-500hp.

I'm sorry but I have to agree with the others here. All motors are tuned, but in common terms a 'tuned' motor is accepted as one that hasn't been opened up or had big turbos , big cams, new lighter pistons and rods, standalone etc added. A chip and dual port wastegate is considered a tuned motor.
Whoever said that a 951 weighs 2700lbs is a little optimistic. They come stock at about 3000lbs. Then add the usual bigger wheels / tyres / brakes. To get one down to even 2700lbs takes a bit of dieting.
btw, the Red car in the link you posted only had about 350bhp...but it was much lighter and had bigger rubber (slicks) and wings. This is why it could compete with a Cup Car.
